Ruth Grigg Horting graduated from Millersville in the Class of 1920. She went on to serve Lancaster County as the first woman elected to the Pennsylvania State House of Representatives. Continuing a career of public service, she served as the Secretary of the Bureau of Public Assistance under Governor George M. Leader. In 1958, the Bureau merged with the Welfare Department, whereupon Horting was promoted to the Cabinet-level position of Secretary of the combined Department of Public Welfare.
